    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Henry E. Bernstein (NSN: 0-60308), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving in the Bureau of Ships from May 1942 to February 1945, as Head of the Radar Design Section. He was responsible for the design and development of all Radar equipment used by the Fleet and Naval Establishment. Captain Bernstein made many significant contributions to the development of modern radar, including the invention of the Precision PPI scope with expanded B-type presentation and target indication. His brilliant and highly significant accomplishments in the design of new Radars and associated equipment played a large part in the provision to the Fleet and Naval Establishment of radar possessing a technical lead over that possessed by the enemy, thereby contributing significantly to the ultimate victory of our arms. Captain Bernstein displayed zeal and outstanding devotion to duty in the successful completion of a task of great importance to the Naval Service and to the welfare of the United States.
