    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade Harry Warren Bernard (NSN: 0-250564), United States Naval Reserve, for extraordinary achievement while participating in aerial flight as pilot of a carrier-based Torpedo Plane assigned to attack enemy shipping near the Philippine Islands on 21 September 1944. With determination and ability he executed a successful torpedo attack in the face of enemy aerial opposition and anti-aircraft fire and succeeded in hitting a large oiler. The skill and courage which he displayed in this strike against his Country’s enemy were at all times in keeping with the highest traditions of the United States Naval Service.
