    The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant Norman J. Benson (NSN: 0-166205), United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States. As Alaskan Pilot, Captain of the Port at Kodiak, Attu and Kiska from June 1942 to December 1943, Lieutenant Benson contributed services important and vital to naval operations in the Alaskan Sector. He piloted a transport vessel into Massacre Bay at the time United States Forces landed there in operations against the enemy, He organized the office of Captain of the Port of Attu, supervised the installation of harbor facilities there and assisted in the unloading of men and cargo under fire. He accompanied the Task Group in the occupation of Kiska Island and again piloted ships of the Task Force through uncharted waters, established the office of port captain and supervised the installation of harbor facilities. He has been a tireless worker, a skillful seaman, and excellent leader. He has performed his duties in treacherous waters and in extremely hazardous weather. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.
