    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Byron J. Beattie, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Commanding Officer, U.S. Naval Advanced Base, Russell Islands, from 12 March to 24 October 1945, and later as the Commander Naval Bases, South Solomon’s Sub Area from 24 October 1945 to 1 February 1946. During this period, as Commanding Officer Naval Advanced Base, Russell Islands, Captain Beattie was charged with the responsibility for bringing all the bases in the southern Solomons to a token garrison status as quickly and efficiently as practicable. He also had operational control and was the routing officer for small craft engaged in logistic support to our bases in the south Solomons. By his skill, initiative and good judgment, the forces in this vital area were well supplied and given adequate repair facilities which enabled them to carry out their assigned tasks with great efficiency, enabling them to exert their utmost strength against the enemy. Through his untiring efforts and professional skill, he brought the bases in the Southern Solomons to a token garrison status in a swift and efficient manner, thus enabling the Area Commander to meet the scheduled dates set for the roll up of the South Pacific area by higher authority. By his outstanding and determined efforts in carrying out his assignments, he made a substantial contribution to the war effort. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.
