The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Robert Ross Baysinger (NSN: 0-112831), United States Navy, for heroism and extraordinary achievement while participating in aerial flight against the Japanese Fleet on 20 June 1944. Upon encountering this Fleet, he skillfully and courageously made his bombing and strafing attack in the face of the most hazardous conditions in which he had no assurance that his fuel supply would return him to base. His courage and skill were in keeping with the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Distinguished Flying Cross to Lieutenant Robert Ross Baysinger (NSN: 0-112831), United States Navy, for extraordinary achievement while participating in aerial flight in the Pacific Area from 6 to 18 July 1944. Lieutenant Baysinger completed twenty flights in a combat area where enemy anti-aircraft fire was expected to be effective or where enemy aircraft patrols usually occurred. His conduct throughout has distinguished him among those performing duties of the same character.
