    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant John S. Baylis, Jr. (NSN: 0-115844), United States Navy, for conspicuous gallantry and intrepidity in action against the enemy. Lieutenant Baylis commanded Motor Torpedo Boat ONE HUNDRED FORTY-THREE (PT-143) during the period from February to September 1943, in which he took part in over forty offensive patrols against Japanese barge traffic along the north coast of New Guinea. On 23 July 1943, his vessel and Motor Torpedo Boat 150 (PT-150) engaged two Japanese barges in the face of heavy return fire, probably sinking one. On 29 July 1943, his vessel and Motor Torpedo Boat 135 (PT-135) engaged and sank three Japanese barges in an attack countered by strong enemy resistance. Again on 27 August 1943, his vessel and Motor Torpedo Boat 121 (PT-121) engaged three Japanese barges, sinking two and damaging the other despite strong resistance. Throughout he displayed exemplary leadership and excellent seamanship in the execution of fearless and aggressive attacks against the enemy. His actions and conduct were in keeping with the highest traditions of the United States Naval Service.
