The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Aviation Radioman Second Class Lenny Bay (NSN: 5545776), United States Navy, for heroism while participating in aerial flight in the vicinity of the Philippine Islands and in the Second Battle of the Philippine Sea, 24 October 1944. As Radioman of a carrier-based search plane, he located an enemy light cruiser. Despite intense anti-aircraft fire from the ship and land based batteries, he took photographs of the engagement which confirmed his pilot’s hit. On the same day, he flew against the Japanese Fleet, when his intelligent use of counter-radar measures distracted the intense anti-aircraft fire. He took photographs invaluable for damage assessment as his pilot made a dive against an enemy battleship. On the retirement when his pilot became separated, he guided his plane safely to the base by his skillful use of radar. His courage, determination, skill and mature judgment in the execution of his mission were in keeping with the highest traditions of the United States Naval Service.
