The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant, Junior Grade Howard J. Baumgartel, Jr., United States Navy, for heroism on 2 September 1944. While his ship was anchored in Humboldt Bay, New Guinea, a member of the crew, in an attempt at suicide, jumped over the side into shark infested waters. Without thought of personal safety, he immediately dove into the water and despite strong currents assisted in the rescue of the man. His conduct was in keeping with the highest traditions of the United States Naval Service.
