    The President of the United States of America takes pride in presenting a Gold Star in lieu of a Second Award of the Distinguished Flying Cross (Posthumously) to Lieutenant, Junior Grade Louis Tulane Bass (NSN: 0-240715), United States Navy, for extraordinary achievement while participating in aerial flight against a tenacious enemy. Lieutenant, Junior Grade, Bass, while Patrol Plane Commander for a Navy search Liberator aircraft, destroyed seven enemy vessels and damaged six others. The attacks on these vessels were made off the Malaya coast, 1,000 miles from base or from any friendly territory, and were carried out with great zeal and determination regardless of the personal risks to which he was subjected. The manner in which he handled his plane, the high degree of professional skill demonstrated in these attacks and the results he obtained all were in keeping with the highest traditions of the United States Naval Service.

    The President of the United States of America takes pride in presenting the Distinguished Flying Cross (Posthumously) to Lieutenant, Junior Grade Louis Tulane Bass (NSN: 0-240715), United States Navy, for extraordinary achievement while participating in aerial flight against a determined and aggressive enemy. On 19 April 1945, Lieutenant, Junior Grade, Bass, while on a patrol over the heavily defended enemy base of Brunei Bay, Borneo, and without regard for his own personal safety, made determined low level attacks on enemy shipping and through his courage, ability and professional skill destroyed two vessels, left another in a sinking condition and inflicted serious damage upon two others. On 6 May 1945, Lieutenant, Junior Grade, Bass again patrolling the enemy stronghold of Borneo and in the face of fire from the enemy, courageously and with outstanding skill destroyed four enemy vessels and probably destroyed four others. The manner in which Lieutenant, Junior Grade, Bass faced enemy fire, the courage with which he carried out his attacks, and the skill with which he directed the work of his crew all were in keeping with the highest traditions of the United States Naval Service.
