    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commander David H. Bartlett, United States Coast Guard, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the United States Patrol Frigate U.S.S. ROCKFORD, in action against a Japanese submarine during World War II. Through skillful maneuvering and sound attack fundamentals, he was instrumental in the destruction of the submarine. His keen judgment and outstanding efficiency were in keeping with the highest traditions of the United States Naval Service. (Commander Bartlett is authorized to wear the Combat “V”.)
