    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Ensign Theodore Andrew Barsell (NSN: 0-299274), United States Navy, for heroism and extraordinary achievement while participating in aerial flight as Pilot of a Torpedo Plane based on the carrier U.S.S. OMMANEY BAY (CVE-79), during her action against the enemy, off Samar, Philippine Islands, on 25 October 1944. In the face of extremely heavy anti-aircraft fire and without the support of fighter planes, Ensign Barsell led a torpedo attack against an enemy surface force with such vigor, that he caused them to turn away completely disorganized. Although his plane was seriously damaged, he skillfully and courageously completed his mission. His courage and skill were in keeping with the highest traditions of the United States Naval Service.
