    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Aviation Radioman Third Class Eubene Wilbur Barrow (NSN: 6128544), United States Navy, for heroism and extraordinary achievement while participating in aerial flight against enemy forces in the Second Battle of the Philippines on 26 October 1944, as Radioman in a carrier-based torpedo plane making a torpedo attack against a formation of the Japanese Fleet. His performance of duty while under an intense barrage of anti-aircraft fire exemplified a conspicuously courageous and skillful execution of the duties of an aircrewman under a most severe test of combat. His skill and courage were at all times in keeping with the highest traditions of the United States Naval Service.
