    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Victor Cameron Barringer, Jr. (NSN: 0-16971), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer-in-Charge of the Amphibious Warfare Section in the Fleet Maintenance Division, Office of the Chief of Naval Operations, from 10 May 1943 to the present date. Captain Barringer displayed outstanding zeal, aggressiveness and devotion to duty in the prosecution of his duties in connection with material matters involved in readying for combat service all types of amphibious vessels and craft and it was largely through his efforts and direction that these new and important type of vessels were speedily routed to the forward areas, where they played such an important part for the Navy in winning the war. His technical knowledge, common sense and previous combat experience were invaluable in overcoming the many seemingly impossible material problems involved in these new and constantly developing types of naval vessels. His achievements constitute and outstanding contribution to winning the war, and were in keeping with the highest traditions of the United States Naval Service.
