The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Morgan C. Barrett (NSN: 0-56819), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States on the Staff of the Commander SEVENTH Fleet from January to October 1945. Captain Barrett served as Officer-in-Charge of the training and readiness section of operations, supervising training activities and analyzing action reports. Later, as a member of the logistics division he aided in the preparation of important logistic plans. In July, he was placed in charge of the logistics division and was a member of the traveling inventory board which supervised the functions of supply, ammunition, shipping and priorities, as well as the disestablishment of naval bases. Throughout this period Captain Barrett performed his numerous duties in a highly efficient and expeditious manner. His outstanding performance of duty in a position of great responsibility has been in keeping with the highest traditions of the United States Naval Service.
