The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pride in presenting the Distinguished Flying Cross (Army Award) (Posthumously) to Lieutenant, Junior Grade James Chester Barrett (NSN: 0-147463), United States Navy, for extraordinary achievement while participating in sustained operational flight missions in the Southwest Pacific area from 13 September 1943 to 30 December 1943, during which hostile contact was probable and expected.
