    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Seaman Third Class Robert Guilton Barr, Jr., United States Navy, for heroism in connection with the removal of about 300 troops from the S.S. CAMPBELL, aground on a reef off Cape Nelson, New Guinea, on the night of 22 to 23 December 1944. In order that the Officer in Tactical Command might expedite removal of troops, it was necessary for him to row over the reef to the grounded vessel in a small wherry on a dark, rainy night through an uneasy sea. Seaman Third Class Barr immediately volunteered for this duty despite the fact that founding was quite possible and no rescue effort could have been made. As a result of the successful completion of this trip, it was possible to effect removal of the troops by dawn. His performance of duty was outstanding and his conduct was at all times in keeping with the highest traditions of the United States Naval Service.
