    The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Captain Ralph S. Barnaby (NSN: 0-30252), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. Captain Barnaby has long been recognized by military and civilian authorities as an outstanding leader in the use of gliders; first as an exciting sport, then as an adjunct to training of heavier-than-air pilots and later during the years of the present war, in the development of guided missiles using the basic glider as an offensive weapon. As Commanding Officer of the Naval Aircraft Modification Unit, Captain Barnaby has personally guided his engineering staff in the development of guided missiles and associated control equipment with keen foresight and outstanding good judgment.

    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Ralph S. Barnaby (NSN: 0-30252), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as the Commanding Officer, Naval Aircraft Modification Unit, NAMC, Philadelphia, Pennsylvania, during the period June 1944 until August 1945. By his initiative, foresight and outstanding technical ability, he made it possible to provide new equipment to combat forces which aided materially in action against the enemy. His outstanding service and performance of duty were at all times in keeping with the highest traditions of the United States Naval Service.
