The President of the United States of America takes pride in presenting the Navy and Marine Corps Medal (Posthumously) to Storekeeper Second Class Charles Leroy Barbier (NSN: 2749141), United States Navy, for heroism in attempting to rescue an unconscious enlisted man who, in the process of leading an inspection party into a below deck compartment on 29 June 1945, had collapsed after warning the remainder of the party to stay clear. With utter disregard for his own safety he voluntarily, courageously and without hesitating under conditions of great personal danger, descended into the compartment to extricate his unconscious shipmate. His heroic conduct, as a result of which he gave his life, was in keeping with the highest traditions of the United States Naval Service.
