    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Bobby G. Balser (NSN: 0-24423), United States Navy, for extraordinary achievement while participating in aerial flight as flight leader and pilot of a fighter aircraft in Fighter Squadron SIX HUNDRED FIFTY-THREE (VF-653), during action against hostile North Korean and Chinese Communist forces at P’ach’unjang, North Korea, on 12 January 1952. With courageous efficiency and complete disregard for his own personal safety, Lieutenant Balser pressed home his attacks against numerous anti-aircraft guns threatening his flight. After his own aircraft had been severely damaged, he personally silenced three defending gun positions and then destroyed a vital railroad bridge. His heroic actions were greatly responsible for the complete success of the mission. His gallant devotion to duty was in keeping with the highest traditions of the United States Naval Service.
