    The President of the United States of America takes pleasure in presenting the Silver Star to Chief Damage Controlman Joseph A. Carter, United States Navy, for conspicuous gallantry and intrepidity in action as Damage Control Chief aboard U.S.S. TRIPOLI (LPH-10), in hostile waters in the Northern Persian Gulf on 18 February 1991. Chief Petty Officer Carter’s superb performance during this period was instrumental in saving TRIPOLI after it was struck by a mine. At great personal risk and without regard for his own safety, he repeatedly entered damaged spaces under continuous threat of explosion to search for injured personnel and investigate damage. Chief Petty Officer Carter personally directed teams to successfully control progressive flooding, thus minimizing TRIPOLI’s loss of stability and allowing her to remain on station for several days to continue vital mine countermeasure operations. By his daring actions, aggressive leadership, and loyal devotion to duty in the face of hazardous flying conditions, Chief Petty Officer Carter reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
