    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant, Junior Grade Robert Stephens Baldwin (NSN: 0-272545), United States Navy, for heroism as First Lieutenant and Cargo Officer of a United States ship following explosions and fire at Pearl Harbor, Territory of Hawaii, on 21 May 1944. Lieutenant, Junior Grade, Baldwin was instrumental in saving his ship from destruction, while she had aboard high explosives and while other ships in the near vicinity were afire and exploding, by his organization of fire parties which watered down the ship and cargo. By dumping gasoline over the side and by hauling in the bow anchor without waiting for orders, he exhibited initiative of a highly commendable nature. His outstanding courage and conduct throughout were in keeping with the highest traditions of the United States Naval Service.
