    The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral (Retired) Frank Baldwin, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer-in-Charge of the Cost Inspection Service during World War II, from 25 August 1941 to 15 October 1945. tireless in his efforts and skillful in handling the complex problems involved in administering the Cost Inspection Service, Admiral Baldwin was directly responsible for the success of the Service in determination of allowable costs incurred by Navy contractors, with resulting economies to the Government. By his splendid performance of duty and excellent leadership, Admiral Baldwin rendered invaluable service toward the effective prosecution of the war. His actions at all times were in keeping with the highest traditions of the United States Naval Service.
