The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Charles A. Baldwin (NSN: 0-104846), United States Navy, for courageous and outstanding conduct in the line of duty while participating in an aerial flight as Commander of a United States Navy Bombing plane on 5 November 1943, when an enemy submarine was sighted and attacked. An alert and vigilant lookout sighted the submarine and cloud cover and was skillfully employed until an ideal attacking position was reached. The enemy was completely surprised and the very accurate fire from the plane’s guns kept the submarine crew from manning their anti-aircraft batteries. The bombing was extremely accurate and several excellent strafing runs were made after all bombs had been expended. This was the second time that this same crew crippled a submarine and held it at bay until it was ultimately destroyed. This action in which the submarine was severely damaged and was ultimately destroyed, reflects great credit upon the United States Naval Service.
