The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain James E. Baker (NSN: 0-36403), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States. From 29 October 1944 to 21 March 1945, as Assistant Chief of Staff for Logistics, Aircraft, SEVENTH Fleet, he planned and administered the logistic support of Naval and Marine air units in the Southwest Pacific Area. As a result of his far-sighted planning, efficient administration and ceaseless personal effort, the Logistic needs of the fleet aviation units were met rapidly and effectively. Due to his able administration and far-sighted planning as the Assistant Chief of Staff for Planning, Aircraft, SEVENTH Fleet, from 21 March 1945 to July 1945, the plans and policies for the construction and progress of Naval Air Bases, Seaplane bases and Aviation Supply activities in the Southwest Pacific Area had been efficiently and rapidly initiated and developed. His services contributed greatly to the success of operations in the Southwest Pacific Area and were in keeping with the highest traditions of the United States Naval Service.
