The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Fireman Second Class Charles Franklin Baird, Jr., United States Navy, for heroism while serving on board the U.S.S. CHARLES R. GREER (DD-23), on 29 March 1944, when a serious fire of unknown origin broke out on board that vessel. He was a member of the fire fighting party and took a leading part in extinguishing the blaze which was endangering explosives and threatened grave disaster to personnel and material as well as other ships which were moored alongside. His fearless initiative and capable and efficient handling of rescue breathing and other fire-fighting equipment on this occasion were in keeping with the highest traditions of the United States Naval Service.
