The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Watertender Third Class James Richard Bain, United States Navy, for heroic and meritorious conduct on 26 December 1943, in rescuing survivors of U.S.S. BROWNSON. With enemy planes still in the area, Watertender Third Class Bain of U.S.S. DALY (DD-519), without regard for his personal safety, voluntarily manned his ship’s motor whaleboat and proceeded to the rescue of survivors, many of whom were seriously wounded. As a result of his prompt and courageous conduct many lives were undoubtedly saved. His actions were in accordance with the highest traditions of the United States Naval Service.
