The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant, Junior Grade (MC) Thomas E. Bailly, Jr. (NSN: 0-223306), United States Navy, for heroism at the risk of life not involving conflict with an armed enemy. At 1530 on 22 July 1943, Lieutenant, Junior Grade, Bailly was swimming at the officer’s beach, Tutuila, Samoa, when a call for help came from the end of the West Runway of the Tutuila Airfield. Dr. Bailly and Dr. Hynes immediately hurried to the beach off the end of the runway and observed Kenneth Weinbrandt, U.S.M.S. caught in an outgoing riptide beyond the coral reef and about 250 yards from shore. He was exhausted and unable to help himself. While Dr. Hynes took steps to obtain a lifeline Dr. Bailly, disregarding his own safety in the face of grave danger, dashed into the water, swam to Weinbrandt’s assistance, and brought him in toward shore until the lifeline could reach them both. This act resulted in the saving of Weinbrandt’s life from certain drowning.
