The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commander William B. Bailey (NSN: 0-58515), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Group and Task Force Communication Officer during the amphibious assaults upon Roi-Namur, Guam, Leyte, and Lingayen from December 1943 to June 1945. By virtue of his broad professional knowledge, intelligent planning and energetic supervision, together with his enthusiasm, industry, foresight and zealous devotion to duty, he ensured that communications at all times functioned at a peak of efficiency in Task Forces and Task Groups totaling hundreds of ships and landing craft. His outstanding service and conduct of duty were invaluable to the Task Force Commander, aided materially in the successful accomplishment of four major amphibious operations and were in keeping with the highest traditions of the United States Naval Service.
