    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Carlos Augustus Bailey (NSN: 0-7785), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of Staff to the Commandant, NINTH Naval District, and Commander Midwest Naval Area, from 9 June 1944 to 18 October 1945. Captain Bailey by his perception and understanding of administrative problems, has directed, coordinated, and supervised the reorganization and integration of the expanding administrative functions of the NINTH Naval District and the Midwest Naval Area. His intelligence, vision, and foresight, which have been projected into comprehensive administrative planning, his appreciation of the necessity for the decentralization and delegation of authority, and his strict adherence to principle as opposed to the employment of expediency, are responsible in a large degree, for the sound, practical and efficient organization and control of the NINTH Naval District and the Midwest Naval Area. His devotion to duty and his exceptional capabilities reflect great credit upon Captain Bailey and this command, and are in keeping with the highest traditions of the Naval Service of the United States.
