    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Captain Arthur DeLancey Ayrault (NSN: 0-56952), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the U.S.S. TUCSON (CL-98), in action against enemy Japanese forces in Empire waters from 10 July to 14 August 1945. As a Task Group Commander, operating directly under Commander THIRD Fleet, he skillfully handled his ship on detached special missions involving great hazards requiring utmost skill and qualifications to insure their successful completion. During these missions he was operating his ship outside the range of effective support of any friendly forces. Throughout these operations his unfaltering determination and brilliant leadership contributed in large measure to the successful operations of our forces. His performance of duty was at all times in keeping with the highest traditions of the United States Naval Service.
