The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Ensign William Leon Armstrong (NSN: 0-315130), United States Navy, for extraordinary achievement while participating in aerial flights in the Philippines area during the period 10 October 1944 to 19 November 1944. Ensign Armstrong took part in numerous strikes against enemy shipping and installations, pressing home his attacks with skill and vigor in the face of strong enemy anti-aircraft opposition. On 11 November 1944 he attacked a heavily guarded convoy of enemy troop transports and in the face of strong enemy anti-aircraft fire, scored a direct hit on an escorting destroyer. His courageous conduct was at all times in keeping with the highest traditions of the United States Naval Service.
