    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Ernest C. Arbuckle (NSN: 0-105574), United States Navy, for conspicuous gallantry and intrepidity in action while in command of a group of three PT boats off Cape Orlando, Sicily, on 29 July 1943. Lieutenant Arbuckle, in command of a group of three PT boats, made a determined and damaging torpedo and gunfire attack on three F-lighters which were carrying supplies to enemy advance forces. The effectiveness of this attack was the direct result of the skillful and courageous leadership of Lieutenant Arbuckle and his expert use of diversionary tactics. As the action progressed, Lieutenant Arbuckle was severely wounded and the PT boat in which he was embarked was badly damaged by gunfire. With great fortitude he continued to direct the action and brought all PT boats of the group safely back to port before he collapsed. The exceptional courage, fearless leadership under enemy fire, and outstanding devotion to duty displayed by Lieutenant Arbuckle was in keeping with the highest traditions of the United States Naval Service.
