The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Seaman First Class Raymond John Arbon, United States Navy, for heroism in combating a fire in a turret of the U.S.S. MOBILE (CL-63) on the night of 18 April 1945, resulting from an explosion of a powder charge. Without consideration for his own safety and in the face of grave possibility of further explosions he voluntarily and courageously entered the turret, directed and aided the fire fighting, and assisted in removing the casualties. His action was in part responsible for the prompt extinguishing of the fire and the control of damage. His heroic conduct in the face of great danger to himself was in keeping with the highest traditions of the United States Naval Service.
