    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commodore (MC) Carlton Leverett Andrus (NSN: 0-19784), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer in Charge of the War Plans Division of the Bureau of Medicine and Surgery during the periods of national emergency and the duration of World War II. By his excellent qualifications, far sightedness, loyalty and judgment he rendered invaluable assistance to the Surgeon General of the Navy in the expansion of hospital facilities from sixteen Naval hospitals to over sixty. He personally was responsible for the assistance he gave in the development of mobile, fleet, evacuation and base hospitals, in the improved design of hospital facilities on all types of ships and especially of the most modern hospital ships for the Navy. His experience in hospital construction has been utilized in the selection of hospital sites and his knowledge and outstanding qualifications have in a large part made it possible to provide an adequate number of general, special, and convalescent hospital beds to provide the highest standard of care and treatment for all Navy, Marine Corps and Coast Guard personnel assigned to the Navy.
