Lieutenant Andrews completed his fortieth flight in a combat area where enemy anti-aircraft fire was expected to be effective or where enemy aircraft patrols usually occurred. His conduct throughout has distinguished him among those performing duties of the same character.

    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Distinguished Flying Cross to Lieutenant Otis Guilford Andrews (NSN: 0-125489), United States Navy, for heroism while participating in aerial flight off the coast of Honshu, Japan, on 6 July 1945. As Patrol Plane Commander of a Navy Patrol Bomber, he maintained aerial cover over a life guard submarine proceeding to pick up an Army fighter pilot in a raft in the entrance to Tokyo Bay, notwithstanding the departure of fighter cover and the sighting of enemy reconnaissance planes with the strong probability of immediate attack by enemy fighter planes. He fought off an aggressive attack by three enemy fighters and successfully piloted his badly damaged plane to base. His courage in the face of the indicated hazards was in keeping with the highest traditions of the United States Naval Service.
