The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander Mark Edwin Andrews (NSN: 0-179734), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in conducting important contract negotiations for the Navy Department, with such marked ability and dispatch as to materially aid in the prosecution of the war against our enemies, and in addition to effect substantial monetary saving to the great benefit of his country. By virtue of his exceptional administrative leadership and eminent devotion to duty, Commander Andrews contributed directly to the successful conclusion of the war against Germany and Japan.
