    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commodore (MC) Thomas Carlyle Anderson, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Fleet Medical Officer, and Chief of the Medical Section, Logistics Division, on the staff of the Commander in Chief, United States Pacific Fleet and Pacific Ocean Areas, from September 1943 to September 1945. Commodore Anderson displayed outstanding professional ability and energetic initiative in supervising and activating plans for medical care of combat and garrison forces including forces afloat, for evacuation of casualties, for hospitalization of sick and wounded, and for medical, sanitation, and hospital installations at bases. Among them are revolutionary accomplishment in which he was directly instrumental: provision of Whole Blood to the wounded in combat areas, air evacuation of wounded, and the destruction of disease bearing insects by spraying large areas by aircraft. His conduct, sound judgment and devotion to duty were at all times in keeping with the highest traditions of the United States Naval Service.
