    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander Roland A. Anderson, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Special Assistant and Deputy to the Advisor on Patent Matters to the Director of Office of Scientific Research and Development and to the Commanding General of the MANHATTAN District in connection with the Atomic Bomb Project, from August 1942 to August 1945. Confronted with the many complex problems incident to all patent matters involved in contracts relating to the Atomic bomb Project, and in the supervision of Field Offices engaged in such work. Commander Anderson conducted negotiations for the settlement of conflicts of interest between contractors and the Government regarding invention rights of employees of both the contractors and the Government. By his keen knowledge and judgment in effecting the settlement of these difficult technical situations and in his administration of these Field Offices of the Patent Organization, he made possible the assembly of records defining the Government’s basis for the rights under all such inventions. His valuable service throughout this period reflects great credit upon himself and the United States Naval Service.
