Russillo, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 19 July 1965 to 15 January 1968, as Head of the Strategy and Concepts Station, Strategic Plans and Policy Division, Office of the Chief of Naval Operations.
