Holt, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from May 1964 to May 1968, as Executive Director for Fleet Readiness and Training, Bureau of Naval Weapons, and as Executive Director for Material Acquisition and Technical Assistant to the Commander, Naval Air Systems Command.
