Coulter, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Special Projects Officer and as Head of the Pacific Areas Plans Section, Strategic Plans and Policy Division, Office of the Chief of Naval Operations, from 28 October 1966 to 25 January 1968.
