Smith, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Director, Strategic Plans and Policy Division, in the office of the Chief of Naval Operations from 21 July to 2 December 1965; as Director, Strategic Plans and Policy Division from 3 December 1965 to 30 November 1966; and as Assistant Deputy Chief of Naval Operations (Plans and Policy) from 1 December 1966 to 1 October 1967.
