    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Jean T. Palmer (NSN: 0-192743), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States, first as Assistant Director of (August 1942) and later Director of the Women’s Reserve from October 1945 to July 1946. Captain Palmer displayed marked executive ability and foresight in the formulation of policies designed to meet the Navy’s continuing need for the trained Women’s Reserve personnel at a time when demobilization was in full operation. A sound advisor and capable administrator, she displayed conspicuous qualities of energy, tact, insight and courage. Her decisions, intelligence, judgment, and vision were of inestimable value in the formulation of plans for the peacetime service of women in the Navy and their presentation to the Congress. Her loyal and untiring devotion to service during the difficult period of demobilization and readjustment reflect the highest credit upon Captain Palmer and the United States Naval Service.
