Turner, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 18 July 1963 to 28 February 1967, as a military staff assistant to the Assistant Director of Command and Control in the Office of the Director of Defense Research and Engineering.
