Talbot, Jr., United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 11 August 1964 to 10 April 1966, as Assistant Chief of Staff for logistics on the staff of Commander in Chief, U.S. Pacific Fleet.
