The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Seaman Rodger G. Meaney, United States Navy, for heroism while trying to free YTL-428, which had run aground in strong winds and heavy seas, on 28 January 1966. Seaman Meaney, a crewman of Pusher Boat No. 18, sighted a man in the breaking surf and leapt overboard in a rescue attempt. Swimming to the side of the panic-stricken victim, Seaman Meaney subdued and towed the man to the YTL-428, where both men were lifted to safety.
