The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Commander Robert E. Moore, United States Navy, for heroism and extraordinary achievement while participating in aerial flight as Pilot of a jet aircraft and as Commander, Attack Carrier Air Wing TWO, embarked in U.S.S. MIDWAY (CVA-41), on 8 May 1965. Leading two coordinated strikes against the heavily defended Vinh Airfield in North Vietnam, Commander Moore, in the face of heavy enemy anti-aircraft fire, demonstrated the highest degree of courage while coordinating the attack of each element of the strike group. By remaining at low altitude over the airfield during both strikes to call in flak suppression aircraft on active anti-aircraft batteries, to spot for the bombing elements and to strike the runway with ordnance from his own plane, he contributed in large measure to the success of these two important strikes. Commander Moore’s personal heroism was in keeping with the highest traditions of the United States Naval Service.
