    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Aviation Electrician’s Mate Second Class Fred E. Ramsey, United States Navy, for heroism in rescuing an 11-year-old girl from drowning at Padre Island Beach, Texas, on 5 June 1966. Answering a cry for someone to help a child being carried out to sea by a strong undertow, Petty Officer Ramsey began to swim in the indicated direction, battled high waves and strong currents for approximately 50 yards, located the girl beneath the surface of the water, and swam slowly with her toward shore. Another swimmer came to his aid, and together they brought the girl to the beach. Aviation Electrician’s Mate Second Class Ramsey then began treatment for shock while others began successful mouth-to-mouth resuscitation. Through his prompt and courageous actions in the face of grave personal risk, he was directly responsible for saving the girl’s life.
