Osborn, United States Navy, was awarded a Gold Star in lieu of a Second Award of the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Prospective Commanding Officer and Commanding Officer of U.S.S. SIMON LAKE (AS-33), from 2 July 1965 to 15 June 1966, for working to develop the ship into a highly effective repair craft and for the development and implementation of the POLARIS Tender Management Concept, now the accepted management standard for Atlantic Fleet Polaris submarine tenders.
