    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant, Junior Grade Harvey M. Browne, Jr., United States Navy, for conspicuous gallantry and intrepidity in action against the enemy as an attack pilot and flight member of Attack Squadron FIFTY-TWO (VA-52), embarked in U.S.S. TICONDEROGA (CVA-14), on 7 February 1966. In attempting to rescue an aviator shot down over North Vietnam, Lieutenant, Junior Grade, Browne exposed himself to intense fire during attacks against enemy ground troops. He continued to make low-level strafing and rocket attacks until he exhausted his ammunition. He then continued to harass the enemy by making low non-firing passes. He continued to expose himself in this manner until the enemy succeeded in capturing the downed pilot.
